"Andreas is a regular at Celtic and has performed well recently," said Low.
"We are delighted that he is coming back to the national team after such a long break."
Hinkel made his international debut in 2003 and was a regular under former Germany coach Rudi Voller until he left Bundesliga side Stuttgart and moved to Sevilla in 2006.
