Derby are hopeful of signing Dean Moxey "in the near future" following positive negotiations with Exeter.
The Rams had a £200,000-plus offer for the versatile 23-year-old turned down by the newly-promoted League One club last month.
Exeter manager Paul Tisdale has stated he would be willing to let Moxey leave St James' Park if the price was right, and after further discussions Derby believe they are close to getting their man.
"The negotiations have been positive and so is our relationship with Exeter," Derby chairman of football Adam Pearson told the Evening Telegraph.
"They have been very professional in the way they have undertaken things and, hopefully, we can reach an agreement in the near future.
"Talks are ongoing and we will be looking to move them towards a positive conclusion."

Well it's good to see the sheepshaggers trying to spend their wads, how sad it would be if they'd blown their parachute money, found themselves deep in debt and are now having to scrabble around in the lower leagues looking for players to take them into insolvency. Cheer up rams...you've always got fatboy commons to sell, I hear Accrington Stanley have got £10000 to waste. Going down or going out, one of the two, it's a cert.
