Alves, 24, is rated at £20 million after helping Sevilla to consecutive UEFA Cups with his attacking runs forward, although the Spanish title has evaded them.
"I am flattered that Chelsea is interested in me," he said. "The career of a footballer is very short and it is necessary to take advantage of all the opportunities that come your way.
"I always said that I wanted to leave Sevilla by the front door, especially after the great season we have had.
"It is not that I want to leave, but I cannot turn down the opportunities that I have."
Alves only signed a new contract, lasting until 2012, in December. He signed for the Andalusian club in 2002 and therefore now holds dual Spanish-Brazilian citizenship, meaning he need not apply for a work permit.
