David de la Fuente of the Fuji-Servetto beat a high quality field to win the GP Miguel Indurain around the hills of Estella in the Basque country.
The Spaniard managed to respond a late attack from Alexander Kolobnov (Saxo Bank) and two-time winner Fabian Wegmann (Milram) before finally edging them out at the uphill finish.
The race had begun with a four-man break that included Roman Kreuziger (Liquigas), Vladimir Efimkin (Ag2r), Alexander Botcharov (Katusha) and Gorka Verdugo (Euskaltel Euskadi).
However, Alejandro Valverde and his Caisse d'Epargne chased down that group with under 20km to go although they did not then figure in the final stages.
Andy Schleck (Saxo Bank) also failed with a late attack but it was Kolobnov who led the charge up the final climb.
However, he, and defending champion Wegmann, were denied by de la Fuente who showed the class which saw him claim the polka dot jersey for spells in both the 2006 and 2008 Tour de Frances.
