Paul Buckle is adamant that he will not be forced into panic buying just to compete with Torquay's League Two rivals.
The Gulls' boss is one of only three managers in the division yet to make a signing during the summer and with his players due back for pre-season training on Monday, Buckle insists he is under no obligation to add to his team.
"I've got a good squad, and I'm not going to use up my budget just to sign players who are no better than the ones who are already here," he told the Herald Express.
"There may be plenty of players out there, but they don't all have the quality we're looking for.
"I've got a squad of players here who played last season for the right to fight for a place in League Two."
