Italian Alessandro Petacchi has been barred from defending his Paris-Tours title because his LPR Brakes team have not entered the biological passport anti-doping programme.
Collstrop and Mitsubishi have also been excluded from next Sunday's race for the same reason, said Amaury Sport Organisation (ASO), which also organises the Tour de France.
"The International Cycling Union (UCI) confirmed to us that these teams were not in the biological passport programme so they have been left out of the race," ASO said.
Petacchi joined LPR Brakes last August when he returned from a one-year doping suspension.
The UCI and the World Anti-Doping Agency (WADA) announced last year that they would collect blood samples from all professional riders to create a medical profile that would then be compared to the data registered in doping tests.
