Elena Baltacha defeated Greta Arn, ranked 155 in the world, 7-5 6-3.
British number one Anne Keothavong then enjoyed an impressive 6-3 6-2 victory over world number 25 Agnes Szavay.
Mel South and Sarah Borwell rounded off the win with a 6-4 6-3 defeat of Szavay and Katalin Marosi.
Captain Nigel Sears said: "We played this team 12 months ago and lost comprehensively so the result reflects how far these girls have come in a year."
Britain are competing in Euro/Africa Zone Group I and only two of the 15 teams in Estonia will advance to the World Group II play-offs in April.
Great Britain face the Netherlands, who defeated Luxembourg on day one, on Thursday in another must win contest.
