Great Britain will remain in the Europe/Africa Zone of the Fed Cup after a 2-1 defeat to Poland in their play-off in Tallinn.
Sarah Borwell and British number one Anne Keothavong (pictured) lost the deciding doubles rubber 7-5 6-3 to Klaudia Jans and Alicja Rosolska.
Britain had finished top of Group A after winning all three of their matches this week without dropping a single set and started well with Elena Baltacha defeating Katarzyna Piter 6-4 6-1.
But world number nine Agnieszka Radwanska defeated Keothavong 7-6 7-6 before watching her team-mates take the deciding rubber.
Poland will now advance to the World Group II play-offs in April.
