FIFA supremo Sepp Blatter has called for tighter regulations on club ownership to deal with "out of control" investment in the Premier League.
Blatter addressed MEPs at the European Union on Monday when he outlined the need for greater controls over who is permitted to invest in the game.
The FIFA president blasted the super-rich investors willing to buy and part with clubs "like you would sell a shirt", citing the example of former Manchester City owner Thaksin Shinawatra, who sold up to Abu Dhabi United Group amid allegations of corruption in his homeland, Thailand.
"We have to be alarmed," Blatter said in The Times. "We have one Prime Minister from Thailand going back to his country and he sells his club like you would sell a shirt. Something is very badly wrong here.
"I don't know how it can be stopped, but there is always a danger that these people will just one day leave.
"You get people turning up with banker's guarantees who are not interested in football and then they lose interest in the clubs and leave. What happens to the clubs then?
"We are facing new investment in football, particularly the Premier League, that is out of control.
"English football is attractive to investors - it is a phenomenon of the era. The economic power of football is immense."
Blatter called on EU lawmakers to work with world football's governing body to draw up plans that would make it tougher for unscrupulous money men to make their profits and run.
"There are national laws in Switzerland, for example, when you buy property or make an investment, you must prove yourself. You have to prove your link with the area," he told BBC Sport.
"We must ask ourselves about what motivates these owners and are they really interested in the game or just making money?
"There must be better control of football's finances especially in the difficult climate we are facing. I urge UEFA to work with the EU to tighten up the rules, otherwise there will be big financial difficulties in the future."

For the first time in his life Blatter is talking sense!!
Confirmed. Blatter is not clever.
You say;
"English football is attractive to investors - it is a phenomenon of the era. The economic power of football is immense."
"We must ask ourselves about what motivates these owners and are they really interested in the game or just making money?
Fact
Investors invest to make money. In legit businesses, in politics, campaigning for war (oil war of Iraq) or even mass killing (the Indians in America, blood spilled by the British, French, Dutch, Spanish & Portugese colonial regime grips all around the world).
Capitalist capitalise on everything under the sun. And you Mr. Blatter, is just jealous.
Looking at the good old days when footballer played it with passion (love for the club - less of the $$$). There are still a handful of such players (branded the one club man). However,it is inevitable to link fooball with investment nowsaday. With more and more greed from agents, players and clubs owmners, who can control and ensure our beloved club dont "die" somehow, someday. It is scary! It is good to have good regulation but there is always implementation loophole. Of couse, I still support tighter regulation than not!
Plattini and Blatter are only saying what any sensible person would think. When the cash cow comes to an end just watch the foreigners run for the hills. Remember what happened in Italy before the cash run out!
@#$% your invalid comments "you yahoo @#$%", haha ok that feels better.
Blatter should have done something with glazer and obramovich.maybe they shoved him some money to stfu.
Anyway he's forgetting that we might have rich clubs, but its the continental clubs who are cashing in,and the greedy players who put money over the clubs they play for.
most people here comment rubbish, what blatter is saying makes sense, what happens when these investors look elsewhere?we are always too happy for short terms results what of the long term?
Blatter and platini are the modern names for mickey mouse and donald duck sorry that is derogitory tothe they talk sense the other two just talk shQ@@ if needs be just let the premiership go it alone we dont need blatter and co by the the way have you seen the ar#$ H*&^ Blatter trying to dance in SA what a P#@^& he supposed to be the head of Fifa not some celeb dancig with the celeb Blatter go home
For the guy that enjoys complaining about Arsenal's International Squad, it seems that he wants to see all the clubs run the Arsenal way from an ownership prospective. Could it be that these the only way to compete with these Mega-investors is to buy international players because they have overpaid and snatched up the good national players.
What Blatter wants to do on both fronts will set back football, 20 years and make the Champions League in to a yearly Euro. The Champions league is exciting because people love the clubs, and their players; When they put on their clubs jersey no one cares if the guy is Spanish or Korean if he scores a goal it still goes on their side of the scoreboard.
He is right and so is Platini !! I guess some people will take success anyway it comes , dirty money notwithstanding. Well, as the saying goes; beggars can NOT be choosers !!
Blatter is just so jealousy simply because no one wants
any club from switzerland..its crazy! PJ Zambia
Sepp Blatters @rse is twitching now, because the English Premier league is more interesting than his 'world cup'. His bonus is probably built on revenue from the world cup, and right now people are more interested in our league ... so his bonus is up @#$% creek, with the rest of the global economy.
@#$% OFF BLATTER YOU JEALOUS @#$%
Although it pains me to say it blatter is correct although He should shut his mouth along with platini.
Both of them are quick off the mark as soon as an english team causes trouble but not any other.
By the way to all those non premiership lovers, there may be money in england but look no closer than italy with all there money and corruption, look not to far back at how many teams were religated and docked points for match fixing.
However I think something needs to be done with transfer fees and wages, it is not right to spend 30 million on a player and pay them 140k a week, we need to have one or the other or maybe a capp on both as if it continues it will be the downfall of many clubs with debt they cant handle or unable to purchase any decent players to compete at a high level.
Blatter should stop moaning about english premier and start moaning about the whole world of football and pull the finger out of his @$$ and do someting about it and not just in england.
Ridiculous. Have these people forgotten the 1980s and 1990s when Burlesconi's and Fiat's cash was being pumped into AC Milan and Juve etc etc and English clubs couldn't compete with their cash flows??
Now the boot is on the other foot and these plebs don't like it? You've got to laugh.
Its a well known fact that Blatter and Platini have nothing but contempt for the english game.At the end of the day its about the supporters and if the supporters are happy then that is what matters.Im pretty sure Man City supporters are not complaining at the moment and Im sure Geordie fans would be ecstatic when ashley leaves. SO I think Blatter and Platini should shut up. You would not hear a peep out of these 2 if the money was being pumped into the french league or bundesliga
sorry Blatter but as much as you want it, Premier League will always be the no. 1 Football League in the world. You are just freakin' BIASED!
Look at the late 80's thru the late 90's, almost every UEFA Champions League final has one team from Italy in it, but you didnt see the UEFA president blabbering about it.
Blatter should be out. Why does he care that one League is so rich and so strong?
SKIRTDE - Last time i looked this was Eurosport not Anglosport. I may be wrong but this may just be a page for BRITISH views and perhaps some European ones... Good on you sepp.
I agree with Sepp Blatter for once. Yes we know he has a vendetta against English clubs and the premier league but this time he does have a point! Football is becoming too much about the money, who can pay the most for the best footballers. The academies are becoming redundant as clubs want instant fixes and have the cash to do so.
Something needs to be done to reverse the trend and stop these multi billionaires taking over. The people it hurts are the fans who either become dis-illusioned with the average footballer who earns more in one week than the supporter does in a whole year or the price of a match day ticket goes up so much that the average guy can no longer take his kids down to watch the game on a saturday afternoon
What does he expect that this comment will lead to, the reality is that we live in a glabalized world and it would be largely impossible to control who buys what. If a billionaire has the money to buy a club no one will have either the power or desire to stop them. He talks about it being out of control, well that's true, welcome to capitalist society, money buys you what you want when you want it. It's a very niev comment, he is clearly trying to level out the playing field in terms of investment, but what he's talking about here amounts to a specific attack on the dealings in the premier league, which as the most prominant league in world football means he's really just shooting himself in the foot. The premiership is a great example of how sport can become a huge commercial success, I think it should be applauded not critisised.
I agree with many who object to Mr Blatter's comments, because an anti-Premier League bias has in the past been evident.
Could be this time though that he may have a point. Gretna were taken over by one wealthy man as a hobby. Then came a meteoric rise, his illness, and equally fast closure of the club. The supporters have lost their team.
There may be a danger with foreign ownership in the Premiership. Supporters of some big teams probably agree right now. Manchester City looks great now, but who knows in a year or so.
Blatter has a point. Right now the same principle of purchase by a foreign billionaire could make Carlisle, Notts Co, or anyone, Premiership Champions
