Norwich manager Glenn Roeder and assistant manager Lee Clark have been charged with improper conduct following their actions during the 2-1 defeat to Bristol City in March.
The pair protested to referee Andy D'Urso after he missed what they felt was handball in the build-up to the Robins' winning goal.
"The charges relate to the pair's behaviour towards match officials at the end of Norwich's match against Bristol City on 29 March," the FA said.
"Roeder and Clark have until 21 April to respond to the charge."
Norwich lie 16th in the Championship.
