Italy's Eros Capecchi won the Euskal Bizikleta by taking victory in the third and final stage.
The Saunier Duval rider made a clever attack near the end of the 150.7 kilometre final stage on the category one Arrate climb.
A 14-man break-away escaped 40 kilometres into Sunday's stage, but after a series of mountains the group were caught by a 30-strong bunch with 15 kilometres left to ride.
Capecchi and Basque rider Igor Antón went away together on the final climb with the Euskaltel rider even overtaking Carpecchi.
But the Italian caught his Spanish rival on the descent, and overtook him in the race to the line beating out Anton by seven seconds to claim the stage and the overall victory.
Italy's Luca Pierfelici finished third at four seconds behind Anton to take third overall in the general classification.
STAGE TWO
Basque rider Koldo Fernández won stage two of the Euskal Bizikleta in a dramatic finish in his home province of Agurain.
The Euskaltel rider outsprinted Australia's Baden Cooke and Spaniard José Joaquín Rojas in the mass sprint finale to take the 162.7-km stage around the Basque province.
Stage one victor Daniel Moreno maintained his overall lead.
After a break-away was caught 15 kilometres from the line, Fernández and his sprint partners lost contact with the peloton in the final 500 metres to make for a wild finish in which the Euskaltel rider overcame his fellow sprinters in the final gasp.
STAGE ONE
Caisse D'Epargne rider Dani Moreno won the opening stage of the Euskal Bizikleta in Bakio.
Moreno led an 11-man breakaway group over the line and he was followed by Julián Sánchez Pimenta (Contempolis Murcia) and Gianpaolo Caruso (Ceramica Flaminia).
Eros Capecchi (Saunier Duval), Jaume Rovira (Extremadura), Igor Antón (Euskaltel-Euskadi), Luis Pasamontes (Caisse D'Epargne), Filippo Simeoni (Ceramica Flaminia), Massimiliano Gentili (Acqua Sapone) and Adrian Palomares (Contenpolis Murcia) completed the top ten who crossed the line 74 seconds clear.
The 154.5km stage featured four mountain climbs with the lead group, also featuring Luca Pierfelici (Acqua Sapone), forming on the final first category climb to Sollube which was followed by a rapid 15km descent.
The race concludes on Sunday after a final stage featuring two more potentially decisive first category climbs.
