BMC's Taylor Phinney won the Eneco Tour prologue around Amersfoort as he was the only rider to set a time of below seven minutes.
The 21-year-old American completed the 57.km route in six minutes 57 seconds, seven seconds quicker than Norwegian Edvald Boasson Hagen of Team Sky.
"There are so many good riders here and guys that did the Tour de France. I‘m really happy," said Phinney.
"I was warming up and feeling really good. It was just a power course so I just went out there and took it really fast.
“I’ve had a relatively relaxed week and was just building up for this prologue. I’ve been targeting it for a couple of weeks now. I was surprised how good I felt in my warm-up and I just knew it was going to be a good day.
“It’s a good race for me. Racing in Belgium and Holland is kind of my thing. There is another time trial in a couple of days so if I can hold on to this jersey until then I definitely will.”
Jesse Sergent (RadioShack) topped the standings for an hour, but as conditions dried the mark fell first to Jos Van Emden (Rabobank) then Rasmussen and finally Phinney. Sergent finished seventh behind Lars Boom (Rabobank) and Van Emden.
