The Southampton manager admitted he did not think he would be selected to replace Alex McLeish despite being one of the favourites along with Tommy Burns and Mark McGhee.
Asked about a possible approach from the Scottish FA, Burley told the Daily Echo: "I don't think that will come at the moment, thanks!
"I've always been an advocate of an English manager managing England and a Scottish manager managing Scotland, but that's up to the SFA."
Burley has come under pressure at St Mary's, with Southampton dropping into the bottom half of the Championship table.
An SFA spokesman said: "We are still on course for a January appointment. We have identified a shortlist and will be looking to speak to people as soon as we can."
