Formula One's new entrants will be allowed to miss the first three races of the season and avoid punishment, according to FIA president Jean Todt.
F1 commercial supremo Bernie Ecclestone has consistently said he does not expect US F1 and Campos to be ready for the season-opening race in Bahrain on March 14.
"In the last draft of the Concorde agreement it's written that a team can skip three races," said Todt, who has replaced Max Mosley as world motorsport head.
US F1 and Campos, two of four completely new teams this season, have so far both named only one of their two drivers.
They have yet to launch their cars, missed the first test in Valencia last week and will skip this week's session in Jerez.
Former Spanish driver Adrian Campos has said he hopes to settle the future of his new team this week, having already signed Brazilian Bruno Senna, nephew of the late Ayrton.
Tony Teixeira, the boss of the A1 GP series, told Reuters last month he was in talks to buy into Campos while Serbia's Stefan GP say they are all but ready to replace a failed new team and have Ecclestone as a backer.
Todt remains cautious, however.
"If one of them doesn't make it, it doesn't mean another team comes in. It's up to the FIA to decide if they have the credentials," the former Ferrari chief said.
Virgin have already launched their car and fellow new team Lotus are set to unveil theirs on Friday, after Red Bull's presentation at the Jerez test on Wednesday.
Todt also said he was against Mosley's budget cap which caused much anger among teams last year but wanted to continue to reduce costs, although he supported the expensive KERS energy recovery system which has been dropped this year.
He said he would serve only one term as FIA president, joking that he was not paid enough, and expressed surprise that a Paris court had overturned the FIA's life ban on former Renault boss Flavio Briatore for fixing the 2008 Singapore Grand Prix.

It's partly overcrowding of facilities and partly inter-team politics. For a new team to join there needs to be 100% agreement from the existing teams and it is very unlikely that Williams would agree. With the new points system it is more likely that some of the new teams will score points & points mean the teams get a share of the money.

Thanks for responding, and you have a valid point. Under current rules, the FIA have granted USF1 and Campos a 3 race extension of time, fair enough.
Stefan GP are up and ready to race, and to prove their commitment have already sent ahead a container of equipment to the Bahrain GP venue - it's a shame really. I'm just wondering why the FIA cannot accommodate an extra team? I'm guessing here; could it be due to insufficient garage facilities at the GP venues?
I did not expect this so soon!, but Jean Todt's decision on the new teams appears to be a very good sign that he is aware of the pressure's on the new teams!! Being one of Maxs' 'buddies', I expected the same old autocratic B/S! Now the teams know that if
their NOT ready by the 4th race of the seasoon, their probably 'history!
If he can keep that kind of attitude for the rest of his term, I think he will have impressed a lot of people!

If Campos and USF1 has been granted the first 3 race of absense and Stefan GP raced the 3 races.
What happen to them on 4th when Campos and USF1 turn out?
Should Stefan step aside for them?
If they have to step aside, what a shame it will be for that to happen. Maybe Stefan only want to run some races as a preparation for 2011. Again, is there any free slot by then?

I agree with Kleban. If the other teams weren't going be ready by the start of the season, why in hell did they even bother to try to be a part of the F1 season??! I hope Stepfan GP gets a chance; they sure as hell deserve it.
And for the record, I'm an American! I'm just pissed that USF1 isn't what I'd hoped. I wanted to see the team from the first race, not the fourth race!!

All those new teams were so cocky few months ago when they applied for the entry in formula one. Peter Windsor was so over himself on Speed TV. Same with Campos. They both want to be ultra nationalist by playing their "country card". "All American" with US F1 and "All Brazilian" with Campos F1. Well, guys, it looks like it doesn't work.

Forget the teams that aren't ready and i say why not give Stefan GP a slot, if they're ready. They seem to be showin more i nterest and progress as compared to a few new teams!
Come on!!! What is this? This is F1, not some kind of third string racing event. Get rid of those new looser teams. They are going to be a minimum of 5 seconds off the pace anyway. It is a joke. US F1 can't event afford to go to Europe for testing. They test in ALABAMA. Who the hell knows where is ALABAMA? The country of eggs, poultry and catles (Wikipedia reference, not mine). Are you kinding me? And Campos? Who the hell knows what they are doing? When you have Piquet Jr. name once attached to your team, well, you should just be ashamed of yourself. This formula is getting real boring.
Personally I think that the rules should be that if any team can't make the first test of the year then their place should be forfeited.
But that's not what the rules read.
If the rules say three races can be missed, then that's what it can be.

JB 55 you are right, matters of rules for the sport are those belonging to FIA and not to F1 commercial stuff that Ecclescake is responsible for. If Toady wants to establish his position as a serious head of the FIA then he needs to tell Eccles when to keep his mouth firmly closed. After all who gets there and what happens should be the FIA. TRouble is teh moeny in this one talks
