A tube strike is expected to seriously disrupt England's World Cup qualifier against Andorra at Wembley on Wednesday.
The RMT union are expected to start a two-day strike on Tuesday evening on the London Underground network, which would cut off transport links to and from the national stadium in the North-West of the capital.
The FA said the game would go ahead as planned, but foresaw massive disruption for fans, and said they should not rely on public transport. No extra car parking will be provided.
They added that they had considered playing the game behind closed doors, and that refunds would be made available to fans unable to attend.
FA chief executive Ian Watmore said: "The game will kick off at 8.15 as planned tomorrow. It will not, repeat not, be played behind closed doors."
The FA took the decision last week to halt ticket sales at 70,000 for Wednesday's game and have held discussions with Brent Council and the Metropolitan Police to find the best way to deal with the situation.
"Since the threat of a tube strike started last week we have worked very co-operatively with all those parties involved," Watmore added. "I'd like to thank them for their help.
"Supporters should plan to travel as early as possible. The turnstiles will now open earlier, at 5.45pm, to limit disruption.
"Supporters attending should be prepared that, due to the planned industrial action, travelling in London will not be straightforward, and they should expect a disrupted journey."
Tube workers and Transport for London have reached an impasse in negotiations over pay and jobs, leading to the RMT's strike threat.
London mayor Boris Johnson said contingency plans were being put in place to supply extra rail, bus and taxi services if strike action goes ahead.
"I and TfL are determined to do as much as is humanly possible to ease the journeys of the millions of Londoners whose lives will be disrupted by this strike action," he said.
"Our plans call for a team effort over the next few days by everyone in this great city to ensure we keep the capital running."

Red Bull has also been known to support events in aid of Charity. For the past three years it has been a sponsor[9] of the Don't Walk Charity Fashion Show at the University of St Andrews, Fife, Scotland. Don't Walk is a student organized show which raises awareness and contributes its profits from the show and related events to a nominated charity each year. The show's go-ahead is significantly bolstered by Red Bull's sponsorship, including its provision of the Red Bull VIP area where Red Bull and its related products are handed out to attending students free, significantly promoting its image to the student population.

The Founder of the company is Dietrich Mateschitz, an Austrian entrepreneur. Mateschitz was international marketing director for Blendax, a German toothpaste company, when he visited Thailand in 1982 and discovered that Krating Daeng, a Thai Energy Drink that originated in Japan, helped to cure his jet lag.[2] Between 1984 and 1987, Mateschitz worked with TC Pharmaceutical (a Blendax licensee) to adapt Krating Daeng for European audiences.
