Manager Paul Tisdale expects Exeter to endure a "very, very boring" January transfer window, with crowds down and cash flow low.
Attendances have slumped significantly over the course of the campaign and now average more than 1,000 fewer supporters per match than last season.
With little money to throw around, Tisdale has told fans not to get too excited about potential new signings over the next three weeks.
"I am going to be a very, very boring read this month when talking about transfers," he told the Western Morning News. "I would love to talk about bringing in a player or two, and there are two or three I'm sure I would have been in for, but it's not going to happen.
"It's a real shame but our crowds are markedly down on last year and our cash flow is down. It's a very simple business. If they had gone up I'm sure there would be cash to spend.
"Unlike other clubs we have not got an investor. The owners are our supporters, it's their football club and a few of them are not turning up. The reality is there's a deficit and that could have impact on next year as well."

That's the truth of it. If Grecian supporters want to move the club forward they have to show their true colours. I would love to see them in Div 1 but the finances would need a drastic overhaul and some serious investment. OK the ground is tired but a city centre location with its own railway station is perfect. The Chiefs got over 10,000 against Saracens and are a great example of a regional club pushing the boundaries and now holding their own, at least for this season, up with the big clubs.
Need to get more supporters through the turnstiles now, not bleat about a relegation fight in April.
Better start planning for Division two then
