Penalties will decide whether Czech Republic or Turkey go through to the Euro 2008 quarter-finals if their clash in Geneva on Sunday ends in a draw, UEFA have confirmed.

The new regulation will be used if there are two teams who are playing each other in the final group game and a third country is not involved.

UEFA have stated spot-kicks will be taken after 90 minutes if they are level on points, goal difference and goals scored - meaning Sunday's match could be the first time a shootout has featured at the group stage of a major tournament.

Ardan Turan's injury-time winner against Switzerland put Turkey level with the Czechs, both with identical goals for and against.

The match in Basle was played in teeming rain that threatened an abandonment, and would have been replayed the following day if the referee decided to take the players off.

Meanwhile, there have been reports of delays in the renovation of Kiev's Olympic Stadium for the 2012 tournament.

UEFA president Michel Platini will visit co-hosts Ukraine and Poland after the 2008 ends.

"We are monitoring the situation," a UEFA spokesman said.

"We have heard statements from people close to the project and I'm sure our president wants to listen to them and hear it from the horse's mouth.

"We'll talk with the different stakeholders and see how we go forward."
