Rotherham chief operating officer Paul Douglas believes the signing of Nicky Law underlines the ambition driving the club forward.
Law, 21, agreed terms on Thursday evening evening and becomes the Millers fourth signing of the close season.
The midfielder joins Tom Pope, Kevin Ellison and Jamie Annerson in moving to Don Valley.
"Nicky is a quality player who has already proven his capabilities of performing at this level during his time at Bradford," Douglas told the club`s official website.
"We have shown how ambitious we are with the recent signing of Tom Pope and the capture of Nicky further illustrates the club's ambition to build a side capable of achieving promotion to League One."
