Frenchman Denis Flahaut won the Putte-Kapellen race in Belgium to close the Grand Prix season.
The Landbouwkrediet rider, 30, beat Dutchman Stefan van Dijk in a sprint finish.
James Vanladnschoot finished third.
It was the fourth single-day race win of Flahaut's professional career, adding to the Delta Profund, Neuseen Classics and Vlaamse Havenpijl titles he won in 2007.
A minute's silence was observed before the race, in memory of Belgian rider Frank Vandenbroucke, who was found dead aged 34 the previous day.
