Fabio Capello will not travel to London on Friday, indicating he may not be officially appointed as England manager until next week.
The 61-year-old Italian has received FA approval to replace Steve McClaren, but has yet to sign a contract despite agreeing a four-year deal reportedly worth £6.5 million annually.
His son and adviser Pierfilippo remains in the UK and could reach agreement with the FA, paving the way for an announcement before the weekend.
Capello pulled out of a television commentary assignment in midweek, but has told Italian state broadcaster Rai he will keep his commitment to work on Milan's Club World Cup final against Boca Juniors on Sunday.
Among the loose ends still to be tied up with the FA is the composition of the former Real Madrid, Milan, Roma and Juventus coach's backroom staff.
The FA are keen to have an Englishman such as Stuart Pearce or Alan Shearer, whereas Capello is believed to want an all-Italian team.
His right-hand man Franco Baldini is a certainty to join him in London, while Capello also wants to bring in coaches Italo Galbiati, Massimo Neri and Franco Tancredi.
It is thought a compromise will be reached allowing all four men to work under Capello on the condition he takes on one senior Englishman.
The FA board approved Capello's appointment on Thursday evening and will provide an update on Friday.
