Spurs and Aston Villa have been linked with England Under-21 international centre-half Davies, leaving him unfocused as his club begin the new Championship season.
"We have been talking to clubs interested in Curtis, yes, but our position is that players will only leave the club when they meet our valuations," Mowbray said.
"I would like to think I am a compassionate manager and Curtis is a young player who is struggling to get into the right frame of mind to play - that is why he has been absent from the teams.
"But if the right offer does not come in before the transfer window closes, then Curtis' situation changes - and we will expect him to be fit and available for selection."
Mowbray, who led the West Midlands club all the way to the play-off final after taking over from Bryan Robson and reversing the Baggies' slump, added that he had not fallen out with Davies.
"There is nothing personal," he said. "There is no issue between us and we have not fallen out."
West Brom opened the season with a 2-1 defeat away to Burnley.
