Portsmouth owner Sulaiman Al Fahim insists there will be money for manager Paul Hart to spend when the January transfer window opens.
Chief executive Peter Storrie, according to reports, has met fans and revealed to them Al Fahim had not yet refinanced the club and that he was unsure when funds will be made available.
"Hopefully by the end of this month there's new money coming in from my personal finances," Al Fahim told Bloomberg.
"I will meet my manager, Paul Hart, on November 21 and sit down and see which kind of players he needs. By January we will have more money coming in for the players."
Al Fahim has outlined his intention to treat Pompey as a business.
"I'm not in this just to lose money," he said. "I like competition, I like to be a winner and I want to show with this club you can make money."
Given that Storrie led a consortium that failed in a bid to takeover at Fratton Park, his future has been a subject of speculation, but Al Fahim added: "Peter Storrie is a good CEO and he's been with the club for the last seven years. Keeping him is better for the club."
Meanwhile, striker Aruna Dindane is approaching match-fitness following his arrival from Lens.
He said: "Mr Hart wants me to be properly ready and I am well. Hopefully I will join the first team next week."

Although i agree with most of what you say remember the fans loyalty is to the club, not necessarily to the owners....That said, I think we need to give him time to make changes before beginning to criticise. First step was to cut expenses by selling players who were on very high weekly wage agreements, the next step will be to form a team good enough to stay up with sustainable costs even if this means accepting that there won't be any FA cup glory or European football any time soon. PUP!!
Lets face it, the club would have already gone under if it was not for the takeover, you cannot manage to pay out millions when all you are getting in is half millions,if you want the club to survive then it has to economically viable, these are the new rules and regs that all prem clubs will have to adhere to, plus the local grown players, Pompey are on line for this, there are quite a few in the prem who are not, to be a high flying success in the prem you need gates of 35,000 plus, Pompey even with stadium modifications will not be in that league for at least 5 years, and would Pompey achieve that sort of gate?? I doubt it, the power shift is moving to La Liga and they will go down the same line, with the top two dominating, like the prems top 4.
If you want a top club look elsewhere or show your true colours and passion and get behind the new regime, comments like yours must raise doubts in the legendary Pompey fans loyalty with new owners.
How did this guy ever get the keys to Fratton Park, by the time Paul Hart gets some cash to spend in January Pompey may already be too far adrift to save. I think Paul Hart has really got his job cut out for him this season
I have no doubt that he will treat pompey as a business-He will run it into the ground and it will be in administration in a year. If he thinks anything else then he is foolish as well as broke.
