Tony Mowbray concedes his West Brom side have not won enough matches this season after their relegation was confirmed with defeat to Liverpool.
The Baggies have won just eight games this season and the 2-0 loss to the Reds at the Hawthorns saw them relegated from the Premier League for the third time in seven years.
And Mowbray said: "We have not won enough and we are where we are because the league table does not lie.
"Good players win you matches. That was evident from Liverpool. I have got to continue building, keep going, improve it bit by bit.
"Good players are not easy to come by. We are in a market where we can only afford young players and inexperienced players. We just have to give them time to develop."

MOORE, well he was part of the hush hush deal with Davies, we had NO choice to take him, and a COMPLETE WASTE of 3m he is not showing ANY interest.
Malumba i am not sure he will make it, BUT id like to keep Mesenguez, and work on his fitness and energy, as in the 1st half against Liverpool he did one long run and was then knackered, BUT hes got some good touches
Fortune has done ENOUGH to get another Premier club interested in him, might suit the Blues with their hard tackling game
IF Hull stay up then next seasons relegation prospects, Wolves, Stoke and Hull

Its a good philosophy. Fergie's Fledgelings proved that. As does Wengers Arsenal.
They don't all leave en masse.
They don't all establish a reputation at the same time
My big concern is we bring in homegrown players as well as signings. We don't seem to have done that for a while. If we did we could get back to our full tradition. I could be wrong with a few names here but i'm thinking back to Statham, Tony Brown, Ally Robertson, Len Cantello, Asa Hartford, Bryan Robson.
I suppose you have a better, more promising philosophy which is in keeping with the age we live in mind.
And you know its not so bad if the fans can get behind a team that is relegated on the day they are relegated and if they can give the thumbs up to the manager
Likely then, that any young players will leave when they have 'developed', It will back to square one, and no prospect of it changing for the better with TM's admission. A disappointing future ahead for WBAif this is the philosophy of the management.
