The Portsmouth veterans are both picked for the first time since Steve McClaren took over after the World Cup.
Steven Gerrard features despite having a broken toe, but there is no place for Blackburn Rovers winger David Bentley, who pulled out of the European Under-21 Championship in June.
Under-21 captain Steven Taylor gets his first call-up to the senior squad, while Kieron Dyer is included a day after joining West Ham.
The Germany game will be a key part of the preparation for next month's Euro 2008 qualifiers at home to Israel and Russia. McClaren has named a large 28-man squad, which will probably be pared down to 23 for the competitive matches.
The manager has presided over a disastrous campaign, and a failure to win both games could kill of England's hopes of reaching Euro 2008.
James comes in with Manchester United goalkeeper Ben Foster injured, while Campbell gets the nod after McClaren failed to dissuade Jamie Carragher from quitting international football.
"Sol is a player with vast experience at international level. He had a very strong season at Portsmouth last year," said McClaren.
"I always maintained that I wasn't closing the door on Sol. I know he won't let England down and I'm very pleased to welcome him back into the squad."
Bentley has not appeared in a full England squad before but was expected to be picked with Aaron Lennon absent.
However he has paid the price for his refusal to represent the Under-21s in Holland.
"I made it clear today that I was disappointed with his decision to not travel to the tournament with his team-mates," said McClaren. "That's why he was left out of today's squad for the Germany game.
Bentley said: "I respect the decision he has made. You can't have a player drop out of the squad and then put him straight back in.
"It's up to me to go out week in week out and prove myself again."
With Wayne Rooney injured, there will be fierce competition for places up front. Andy Johnson, Darren Bent, Peter Crouch and Jermain Defoe have all attempt to establish themselves as a strike partner for Michael Owen who - if fit - will almost certainly start both qualifiers.
Owen's Newcastle team-mate Alan Smith features, but there is surprisingly no David Nugent, who has made a promising start to his Portsmouth career.
