FA chairman Lord Triesman has raised the issue of limiting foreign players after Fabio Capello complained that his selection for England was limited by the number of native players in the top flight.
England's Italian manager had made a point of the fact that only 38% of players at Premier League clubs are eligible for the national team.
"It's absolutely the least that we should expect that when someone who is the head England coach goes to a match, they should be in a position where they can see enough players who might be eligible to play for England," Triesman told the Culture, Media and Sport Committee. "Then they can form a judgement about this pool of talent and give attention to the right people coming through.
"Otherwise I can't conceive of how it is that we are going to step up and resume the position I believe that we should be in as being one of the very leaders of world teams in football."
The big hurdle to foreign quotas comes from the European Union but FIFA and UEFA are keen on limits.
"I also think that there now needs to be a very, very careful analysis of what the legal requirements are or are not about the employment of players, but also what may be the regulations about how many start in games - which may not be the same," Triesman added.
