Serbian police have arrested 11 people after a French fan was seriously injured before Thursday's Europa League match between Partizan Belgrade and Toulouse.
"The group includes the main perpetrator of the violence and the police will carry on with its vehement action to identify and detain all the culprits," Interior Minister Ivica Dacic said.
"This incident has sent a very bad picture about Serbia to the rest of the world instead of the picture it deserves as the world's most hospitable country."
Brice Taton is in a critical condition after he was rushed to hospital with multiple head and chest injuries. He underwent surgery following a clash between rival fans outside a central Belgrade bar.
The trouble erupted before Partizan's 3-2 Group J defeat by Toulouse.
In 2007 Partizan were kicked out of the UEFA Cup, the Europa League's predecessor, after fans caused trouble at Bosnian rivals Zrinjski Mostar.

I can not describe how sad I am. I am from Bosnia and Herzegovina, small town in Republic of Srpska and I feel ashame because of this.
I think those hooliggans should be burn in the center of town in front of the public. I am realy angry. Shame on them and on their parents-they did not teach them anything.
Rest in peace Bris...
FOOTBALL DOES NOT DESERVE THE TYPE OF HOOLIGANS THAT CAUSE ALL THE TROUBLE AT THE MATHCHES, IT IS A SPORT NOT A ROMAN ARENA, SO UNLESS THE COURTS COME DOWN VERY @#$% THEM IT WILL CARRY ON
IF THEY ARE FOUND GUILTY THEN SEND THEM TO PRISON FOR A LONG LONG TIME PERHAPS THROW AWAY THE KEY WOULD BE BETTER
