Paul Hart is aware of the need to strengthen his squad before the transfer window closes if Portsmouth are to have a realistic chance of top-flight survival.
Hart is hoping the club will finally have new owners shortly after it emerged chief executive officer Peter Storrie is fronting up a consortium wanting to take over at Fratton Park.
Pompey have brought in Aaron Mokoena, Steve Finnan, Antti Niemi, Anthony Vanden Borre and Frederic Piquionne for little cost this summer, but Hart wants more.
He said: "We've got targets and it doesn't necessarily mean we are spending money. Will there be money if there is a takeover? I've not had those detailed talks yet."

Hi no. 1, nothin to say - don't blame you,I'm a bit stuck for words too. So Paul Hart wants new faces - I think that show's run it's course. I would like some new faces too - a new chairman, manager and chief exec (if we need one) who will commit to our club and stop the scum from laughing at us
