Tonga will be without Hale T Pole for Saturday's Pool A match against fellow unbeaten side South Africa in Lens.
The flanker is suspended following his sending-off for a dangerous tackle in last weekend's 19-15 win over Samoa.
Viliami Vaki will replace Pole against the Springboks, while coach Quddus Fielea makes other changes.
Sione Tu'ipulotu comes in at scrum-half and Aleki Lutui replaces Ephraim Taukafa at hooker.
Emosi Kauhenga is selected in the second row in favour of Inoke Afeaki.
Finau Maka, who excelled against Samoa, starts again at number eight.
Tonga beat United States in their opening game and have established themselves as genuine threats to England for second spot in the pool behind the in-form Springboks.
