Women's World Cup - Brooking: Germany the team to beat
Hope Powell's England approach the tournament in good shape having beaten Sweden and USA in their past two friendly internationals - teams ranked fifth and first in the world respectively.
However, Brooking feels that on home turf, Germany will pose the biggest threat at the tournament.
"I think beating USA was good," Brooking told Eurosport. "USA won the first game behind closed doors but we won the second one in public.
"Going into the tournament I think Germany are the team to beat. USA are good but I think Germany, playing at home in front of big crowds, have to be the favourites.
"I think preparations have been very good. I have seen a couple of the warm-up games – against USA and Sweden, which they won. That gives them a bit of confidence but it doesn’t necessarily reflect what might happen at the tournament.
"There have been one or two good individual displays from players who are not perhaps first choices so it gives Hope a bit more difficulty in selecting her starting XI. That is good. In any squad you want competition for places."
