Mido, 24, had struggled to get into a Spurs team featuring Bulgaria's Dimitar Berbatov and Ireland's Robbie Keane, with England goal-getter Jermain Defoe also in the reckoning.
Although Defoe is expected to move on, the arrival of another England forward Darren Bent in a big-money transfer from Charlton - which could reach £16.5m - seems to have limited his chances further.
Birmingham achieved promotion back to the Premiership last season with a second-placed finish in the Championship under former Manchester United captain Steve Bruce.
He has already moved to sign Stuart Parnaby from Middlesbrough, Fabrice Muamba from Arsenal, Garry O'Connor from Lokomotiv Moscow, Olivier Kapo from Juventus, Richard Kingston from Hammarby, Daniel de Ridder from Celta Vigo and Rafael Schmitz on loan from Lille as he looks to remain in the top flight.
City's website stated that although Mido "had been rumoured in the media to be joining the club on a season-long loan, Blues can confirm that they are looking to sign the former Ajax, Marseille and Roma hot-shot on a permanent deal".
Spurs ended last season in fifth position, ensuring qualification for the UEFA Cup.
Birmingham will use Mido to replace outgoing goal-getter DJ Campbell, who has completed a move to Leicester City for a fee of £1.6 million.
Scotland striker Garry O'Connor has already joined from Lokomotiv Moscow while Mido will also face stiff competition for a place from Cameron Jerome and Mikael Forssell.
