It is believed Latics and the Hammers are among those interested in the player - but despite the bids, Independiente president Julio Comparada wants to keep the player until the summer.
"We have received three offers, including one from England, but we want German Denis to stay with us until June," said Comparada.
The player's agent, Leo Rodriguez said he has permission from Independiente to negotiate on behalf of his client.
"I have permission for having negotiations with the team that is interested.
"It's true that Atletico de Madrid hasn't made an offer for Denis but I know that they like him."
He added: "Denis is going to have his EU passport in June so it will be easier then to transfer him to a European team."
