Solano, 32, was included in a 24-man squad named by new coach Jose Del Solar for next month's friendlies at home to Colombia and Bolivia.
"I don't believe any Peruvian would dare to argue with this," Del Solar said. "Solano's been playing for Newcastle for nine years, at a very high level in a very competitive league. Solano has to play for the national side by hook or by crook."
Solano, who also spent two seasons with Aston Villa after moving to Newcastle in 1998, last played for his country in a World Cup qualifier in June 2005.
He said then he doubted he would play for Peru again and has made a number of outspoken attacks on the federation since.
Del Solar, who made his debut in Wednesday's 1-1 draw in Costa Rica, also included Chelsea striker Claudio Pizarro, PSV Eindhoven's Jefferson Farfan and Hamburg's Paolo Guerrero in a near full-strength squad.
The games are Del Solar's last chance to test his team before Peru begin their attempt to qualify for the 2010 World Cup with matches against Paraguay and Chile in October.
Peru have not qualified for a World Cup since 1982.
