Manchester City have signed Brazilian defender Sylvinho on a one-year contract and are closing in on completing a deal for Everton defender Joleon Lescott.
Sylvinho, who played in the Champions League final for Barcelona last season before being released, returns to the Premier League after two seasons with Arsenal from 1999 to 2001.
Abu Dhabi-owned City have spent millions strengthening their strike force during pre-season, signing the likes of Emmanuel Adebayor and Carlos Tevez, and manager Mark Hughes believes Sylvinho will bolster his side's defence.
"Sylvinho has a wealth of experience at the very top level, having represented Brazil and played for some of the very top clubs in Europe," Hughes told City's website.
"When the chance presented itself to bring him to Manchester City as a free agent I saw it as representing excellent business for us. Sylvinho won the European Cup last season at Barcelona and he will strengthen our defensive options."
Meanwhile, Lescott has reportedly passed his medical at Eastlands.
Everton confirmed they agreed a fee after City finally came up with a bid which met the Merseysiders' valuation of the player.
Having rejected two previous offers - the first about £18 million - Everton are reported to have accepted £24 million from City for Lescott.
"Manchester City can confirm that agreement has been reached with Everton for the transfer of Joleon Lescott," City said on their website. "The move is subject to the player agreeing personal terms and passing a medical."
But Moyes is unhappy that the Eastlands club, bankrolled by Abu Dhabi's multi-millionaire Sheikh Mansour bin Zayed al-Nahyan, were not prepared to pay what he thought was the going rate from the outset.
Asked if the Lescott deal was well advanced the Everton boss said: "If they (City) say they are quite far on I'm sure they are. But we shouldn't have been asked to wait this length of time for an amount of cash we think was the correct value for the player.
"Real Madrid came in with the money (£80 million for Cristiano Ronaldo) for Manchester United the week after the end of the season. If the money had been offered in June it would have been a lot easier for us. The time is against us (to find a replacement)."

People who complain about the money that Ciyt are spending just havent got a clue. The money they are speniding is benefiting other clubs therefore that is good for football as a whole. And who cares if they have money to burn good for them, worry about your own club. I am an Arsenal supporter and I wish city all the best, we will still beat them hands down so I am not worried about them. Chelsea is ther only team that can beat the Gunners for the title

no one thinks manc city is evil. i actually appreciate the type of businessman that is taking over, as opposed to other clubs. look at the portsmouth possibility - he looks like a bad guy from the movies. for now, it doesn't really matter, but they will continue to build....
Why is it OK for Real Madrid to throw cash around like a sailor on shore at a whorehouse, Or Chelsea spending a boatload of Russian oil/mob money. But Mancity is evil for doing it? Jealousy? Fear? Hypocrisy? all 3?
