The 31-year-old Scot, who won three Tour de France stages and is the only British rider to have worn all four Tour jerseys, will head up the team formerly known as Slipstream.
Swede Magnus Backstedt will make his seventh Tour appearance while young Dutchman Martijn Maaskant, who was fourth in Paris-Roubaix, will make his debut.
Will Frischkorn, Danny Pate and Christian Vande Velde join George Hincapie as the only likely Americans in the entire peloton while the rest of the team has a Commonwealth feel with Kiwi Julian Dean, Ryder Hesjedal of Canada and Australian Trent Lowe.
"Bringing a team to the Tour de France has always been our vision," said director sportif Jonathan Vaughters.
"The riders on and off this list have worked incredibly hard for this. As a team, we are dedicated to giving our fans - and the world - something to cheer for at the Tour."

How do you send a guy like Millar to the Tour who has been caught and leave a great GC climber Like TOMMY D out.
I think it is good that David is riding. Yes he cheated by using EPO but this was only discovered because he, unlike others we could mention (and one already has been) accepted responsibility for his error and 'fessed up. To have someone who has been on the wrong side working hard to prevent others making the same mistake should be applauded.
Im just wondering why Tom Danielson never rides the Tour. Hes a great climber and could ride for the GC.
I have been interested in cycling for exactly thirty years, and the Millar episode was one of the most upsetting for me. He has served his sentence, and now actively tries to push the anti doping message. I believe that a life ban should follow for a second offence, and that the behaviour in the past, of people like Richard Virenque (still hailed as a hero in France) and Marco Pantani has done much to drag the sport down. There are many other sports with an even greater drug problem than cycling, but the media have their favourites when they wish to attack an easy target, particularly here in the UK, where cycling and cyclists are often ridiculed. The truth is, that most people could never succeed at cycling, because it demands total commitment, unlike a Saturday morning hobby such as Football or Cricket. With the Tour de France only a week away, we have to hold our breath and hope fro the best, but there will be positive doping tests, the difference is, that they will come out into the open immediately.
If we want a cleaner sport then people like Millar and Zabel should not be allowed to ride

I welcome your opinion and as for being negative I share kenny 4x4 view in being let down as a cycling fan. I have worshipped cycling gods like Indurain and Armstrong and you have got wonder if they were clean. Riis came clean and is turning cycling around but I think it will take a few years without any further scandal and intense testing to remove any lingering doubt I have. So sorry for the negativity...........I am really really genuinely excited about this years TDF.
It caused me a great amount of turmoil when David Millar was accused of drug abuse, I have watched the sport with extreme enthusiasm for about 25 years, now I get abuse, like "they are all on drugs anyway" when I mention my great love of cycle racing, David Millar did not just let his self down when he cheated and lied, he abused me too.
Millar is and always has been one pain in the neck.
Does "MadMitch" have anything positive - or even remotely interesting to say ?
If he can only sneer, why doesn't he shut up ?
Correction - Millar was amazing. Dont think we will see him figure even in the TTs.
