One point on the voting Lester, the vote last week was to continue to investigating the option, not to implement (which they know they can't under current EU law). Even the FA (Barwick) voted in favor, as its an empty vote. Kind of like the clubs voting okay to investigate the 39th game. They don't mind study, but will balk when the rubber meets the road and it actaully impacts either clubs or leagues.
Right now I think the only people who will be in favor will be the suites who run the non English major leagues in Europe (Spain, Germany, Italy, and maybe France) who all think they've been hurt by the rise of the EPL. However, I'm sure individual clubs inside even those leagues will push back. I doubt Real, or Inter would be in favor of limiting their player options.
