Back to your original point, Wenger could have spent his money better by focusing on quality rather than quantity, yet quality comes with a wage price that was not conducive to the plan of action the club have been taking in recent years. So in that respect what Wenger has managed over the past 8 years has been pretty good, although not exactly brilliant. Chelsea and City have spent vastly more than Arsenal and in a shorter period of time yet Chelsea are at our level and City have had a one hit wonder season so far.
