Bin Laden couldn't be charged for the same reason Saddam was tried and hanged on a relatively "minor" charge in Iraq .... they know too much.
If you sign the human rights treaty you abide by it, otherwise there's no point signing it, what will the yanks say now when their prisoners are summarily executed .... they should have had a fair trial? -
