If you want atmosphere then there is only one place Liverpool FC. Tickets could be a problem, if you just want a game to see then many of the lesser Premiership teams in London, Fulham West Ham Tottenham may have tickets available. Many years ago I took an american colleague to stand at a football game, I don't think he ever recovered.
Alternatively in the lower leagues no problem at all and sometimes pretty good atmosphere. while you are in town you can check out the beatles story as well.

You are right about the unfairness of the euro ban, many clubs in England suffered the same fate as Everton. There was no ban on Juventus although their supporters were clearly set on stirring up trouble I remember clearly the guy on the running track with the flare gun and the mask. Mind you fate finally caught up with Juve last year when the bribes scandal hit them.
