The Texans have had a disappointing season after winning a combined 22 regular-season games over the previous two years.
Houston lost its 11th straight game Thursday night after starting the season 2-0. The Texans fell 27-20 to the Jacksonville Jaguars.
Defensive coordinator Wade Phillips will serve as interim head coach. Phillips filled in for Kubiak after he suffered a mini-stroke at halftime of the Texans' Nov. 3 game against the Indianapolis Colts.
Kubiak went 61-64 as the Texans' head coach since taking the job in 2006. Under Kubiak, the Texans won consecutive AFC South titles in 2011 and '12. He was named Coach of the Year in 2011.
The Texans promoted Bob Ligashesky from special teams assistant to special teams coordinator. He replaces Joe Marciano, who was relieved of his duties as special teams coordinator.

Green Bay Packers quarterback Aaron Rodgers will not play in Sunday's game against Atlanta, and Matt Flynn will be the Packers' starting quarterback.

Cleveland Browns quarterback Jason Campbell was medically cleared in his recovery from a concussion, and he will start Sunday against the New England Patriots.
Campbell and twice-benched quarterback Brandon Weeden have both been recovering from concussions, which led the Browns to sign Caleb Hanie and Alex Tanney and have them split first-team reps in midweek practice.

Denver Broncos coach John Fox will be on the sidelines Sunday when the Broncos play the Tennessee Titans, Fox announced.
Fox, who returned to active duty as head coach after missing nearly a month following aortic heart valve replacement surgery on Nov. 4, had said earlier in the week he was not sure whether he would be on the sidelines or in the press box for Sunday's game.

Seattle Seahawks wide receiver Percy Harvin and cornerback Brandon Browner both were ruled out for Sunday's game against the San Francisco 49ers.
Harvin did not practice this week after having a cortisone shot last week to try to relieve the soreness in his surgically repaired hip. He is expected to be ready to play next week, the Tacoma News reported.
Browner practiced on Wednesday despite a groin injury, but apparently the problem worsened during the workout.

Arizona Cardinals quarterback Carson Palmer was limited in practice again, and it will be a game-time decision whether he plays on Sunday against the St. Louis Rams.
If Palmer cannot play, Drew Stanton would be the Cardinals' quarterback.

Detroit Lions linebacker DeAndre Levy was fined $15,750 for striking Green Bay Packers tight end Ryan Taylor in the head with his shoulder during the Lions' 40-10 win on Nov. 28, according to the NFL Network. The hit drew a 15-yard unnecessary roughness penalty.
In other fines:
Packers linebacker Clay Matthews was docked $15,750 for unnecessarily striking a defenseless Lions player with his helmet on Nov. 29.
Atlanta Falcons linebacker Sean Weatherspoon was fined $15,750 for roughing Buffalo Bills quarterback EJ Manuel in the Falcons' 34-31 overtime win at Toronto last Sunday.

The Kansas City Chiefs will attempt to snap a three-game losing streak without key players on both sides of the field, as left tackle Branden Albert and outside linebacker Branden Albert have been ruled out of Sunday's game at the Washington Redskins.
Albert left last week's loss to the Denver Broncos with a hyperextended left knee, while Houston has not played since suffering a dislocated right elbow against the San Diego Chargers on Nov. 24.
The Chiefs could also be without tight end Anthony Fasano, who has been going through the league's concussion protocol.
