Germany's Goerges dropped her first set of the tournament against qualifier Kirsten Flipkins before recovering to win 1-6 6-2 6-2 in just under one hour and 40 minutes.
Azarenka and Goerges have met four times in the past with Azarenka holding a 3-1 record.
The world number one won their sole meeting this year in Indian Wells 6-3 6-1.
