Edwards had a new contract on the table at Meadow Lane but the experienced defender turned down the offer and has signed a two-year deal with the Cumbrians.
The 32-year-old spent the last eight seasons at Meadow Lane, making over 300 appearances.
Edwards began his career with local club Hull before moving to Grimsby and then the Magpies.
