The pair added to their success in Rio last October in a jump-off between nine riders, including three Olympic riders in Pius Schwizer, Jeroen Beerbaum et Maikel van der Vleuten.
In a tight finale, Kutscher won with a clear round of 35.30 seconds, ahead of Schwizer, with Powerplay15, who finished just behind in 35.91 seconds.
German Jan Wernke, just 24 years of age and ranked 186 in the world, placed third atop Queen Mary 10 in a surprise result.
Wernke, who came 17th at the European junior championships in 2007, displayed a refreshingly different style to the German classicism of many of his compatriots. Indeed, Werth more resembles Roger-Yves Bost than Ludger Beerbaum, the man who could not keep pace with the youngster on Sunday and who had to settle for fifth.
