Kemp and pairs partner David King claimed their best ever European Championship finish in the Croatian capital of Zagreb five years ago ranking sixth among a high-quality field.
The British duo have yet to match or better that in their four European campaigns since finishing 11th twice, that in 2009 and 2010, as well as an eighth in 2011 and ninth last year.
However Kemp and King's hopes of a career best as they return to Zagreb and the Dom Sportova are unlikely according to the former with injury hampering both this season.
King has struggled with an ankle problem while Kemp a knee issue leaving her to target simply qualification for March's World Championships in Canada rather than anything loftier.
"We have had a rough season with injuries. I tore the PCL [posterior cruciate ligament] of the knee while David is recovering from torn ligaments in his ankle," said Kemp.
"We have already had to pull out of two grand prix events. So this year we are not looking at beating our best place, it is all about trying to get a certain score to qualify for the World Championships."
