Judge has been a consistent performer in something of a stop-start season for the Magpies, who still harbour hopes of forcing their way into the play-off positions.
The 24-year-old will be up against Leon Clarke and Matt Ritchie for the award, which will be presented in London on Sunday evening.
Coventry striker Clarke has scored 21 goals in all competitions for Scunthorpe and the Sky Blues this season.
Winger Ritchie, the reigning League Two player of the year, continued his impressive form for Swindon this campaign which saw Bournemouth pay £400,000 for his signature in January.
Richard Heaselgrave, chief commercial officer at the Football League, said: "The Football League Awards are a great way to celebrate the work that goes on behind the scenes at each club, as well as the action that has taken place on the pitch each week.
"To make these shortlists is a real achievement. I would like to wish all those nominated the best of luck and we look forward to announcing the winners on the evening."
