Rovers made King's loan switch to Ewood Park a permanent one earlier this week after agreeing an undisclosed fee with the Barclays Premier League leaders.
The 20-year-old attacker has impressed with two goals in eight Blackburn appearances to date and Bowyer is delighted to have him on board.
"It's outstanding news for us," he said. "You look at the level of performances that he's put in.
"He's a great signing, he's a good lad and he wants to get better and look to keep on improving.
"If he does that we could have a right good player on our hands."
One man who may be set to leave east Lancashire is Gael Givet.
Reports on Friday morning suggested Givet is angling for a move back to his native France due to personal issues, with Ligue 1 outfit Evian linked to his signature, and Bowyer stated the defender's situation will be dealt with in due course.
"Gael's injured at the moment so his main focus is getting fit and then we'll have a chat with him," he explained.
"Obviously we'll have to see what the board say on that and take it from there."
