The 28-year-old was released by Northampton at the end of the 2012/13 season, featured in the Gulls' 4-0 friendly win over the Royal Marines on Friday.
Boss Alan Knill told the club's official website: "He hasn't signed yet but that's only down to paperwork. Everything is agreed and we're expecting him to either sign over the weekend or on Monday.
"He is a big player with good size and somebody I've always liked.
"He is used to being in winning teams and knows what it takes. I felt we needed some experience and know-how in this league, and he's also a good footballer as well."
Burton have bolstered their attack with the signing of striker Rene Howe from Torquay on a two-year-deal.
Howe, 26, scored 16 goals for the Gulls last term and was said to be interesting a host of clubs.
The forward was keen to move further north, however, and Burton boss Gary Rowett was delighted to get his man.
He told Derbysport: "Rene is one that I've tried to stay in the loop about and I'd intensified my interest in the last two weeks.
"He had offers from Scotland, two from League One and I think at least one from the Championship, so it has been a real battle to get him and I'm really pleased that we have convinced him this is the place to come if he wants to further his career.
"I think he's a perfect striker for this division. He's big, he scores goals and he's a clever player, too."
