Ngoo is set to follow Anfield team-mate Danny Wilson in signing for Hearts this month after their transfer embargo was lifted.
Hearts can only sign under-21s on a one-in, one-out basis and have the ability to add to Wilson's capture following the departures of Ryan McGowan and Peter Enckelman.
Manager John McGlynn revealed they had secured a link-up with Liverpool, who knocked them out of the Europa League, and 20-year-old Ngoo, who has been capped at England Under-20 level, will be the latest benefit of that deal.
A statement on the club's official website read: "Providing the necessary paperwork is completed in time tomorrow, the Anfield ace could go straight into the squad for Saturday's Scottish Communities League Cup semi-final match against Inverness Caledonian Thistle at Easter Road."
If he is cleared to make his debut, Ngoo will face an Inverness side who have gone 10 matches unbeaten and looking to continue their promising campaign by reaching the club's first major final.
Captain Richie Foran admits it would be special to lead Caley Thistle out at Hampden but he is not looking too far ahead.
"It would be wonderful," he said. "Obviously I have never done it before.
"I have played in a few finals, I played in this cup final for Motherwell but we got beat 5-1 by Rangers which wasn't enjoyable so I would love to get to another final to go out and enjoy it.
"And to lead this bunch of lads and lead this team out, this football club are a close part of my heart and it would be a great occasion for me. But we are not there yet, we have a tough game but it's one we are very confident going into."
