Ed Upson's second-half free-kick ensured Rovers suffered a sixth defeat in nine league games.
Moore said: "It was a scrappy, horrible game without many chances. It's a shame to lose to such a sloppy goal.
"I think a draw was probably the right result on the day because it was scrappy and tight.
"We just looked a bit spineless. There's been a little bit of a carry on in the tunnel at the end but it's too late then - it's got to be on the pitch.
"I thought we lost the game without the fighting spirit which we've shown all season.
"It's a massive blow - we knew if we won we would be five points above Yeovil, but now it will make it a lot more difficult. Someone is going to miss out (on the play-offs), but we now have all week to try and put some life into the lads now.
"I don't know whether they were tired but it was like we were waiting for someone to light the blue touch paper, but nobody did it."
