A statement on the League One club's official website attributes the move to a short-term loan received from the Professional Footballers' Association.
The statement read: "Bury Football Club can confirm that they are currently under a Football League embargo for registering new players.
"This embargo is a result of the club obtaining a temporary short-term loan from the PFA until mid January 2013."
Press Association Sport understands the embargo prevented Ben Parker from making his Shakers debut in Saturday's 2-0 home defeat to Leyton Orient after the former Leeds defender agreed non-contract terms last Thursday.
At this stage it is unclear how the embargo affects the six loan players currently at Gigg Lane - Matt Doherty, Tom Hopper, Zac Thompson, Ethan Ebanks-Landell, Troy Hewitt and Gregg Wylde - and whether or not they will have to return to their parent clubs.
Kevin Blackwell's side lie third bottom of League One with 19 points from 21 matches and are next in action when they travel to Southend for an FA Cup second-round replay on Tuesday evening.
