The Spaniard went two strokes better than her opening round of 69 to sit one shot ahead of Paula Creamer and Karrie Webb.
''I had great momentum from yesterday,'' Recari said. ''I played really well. I felt like I left some putts out there. It was kind of shaky putting on the greens yesterday, so today I started with a good opportunity.''
Creamer, still recovering from a car crash she was involved in a month ago, shot a four-under 68 on the course designed by Arnold Palmer.
Webb had a 70 to join Creamer in second place on the leaderboard, while overnight leader Jane Park shot a 69 and was tied at six-under with Cristie Kerr, I.K. Kim, Inbee Park and Haeji Kang.
New world number one Stacy Lewis fired her second 70 of the week to end the second round four strokes off the pace.
